Medical oxygen plays an important role in rescuing the lives of patients in medical rescue. According to the "Pharmaceutical Administration Law of the People's Republic of China" and other laws and regulations, medical oxygen belongs to the scope of drug management. Recently, the Food and Drug Administration of Qihe County, Shandong Province launched a special inspection of medical oxygen. A total of 3 county-level medical institutions, 14 township health centers, 15 community service stations, and 1 family planning service agency were inspected. Two grassroots organizations were found. Medical institutions used industrial oxygen to pretend to be medical oxygen, and a business unit that illegally sold medical oxygen was banned in accordance with the law.

　　Through this inspection, the author found that there are many problems in the use of medical oxygen in primary medical institutions:

　　One is the lack of understanding of medical oxygen. Most medical institutions do not know that medical oxygen belongs to the category of drugs, and have not included it in the unified management of the drug quality management system; cannot distinguish between medical oxygen and industrial oxygen, do not understand the difference in its use, implementation standards, and test items, let alone the use of industrial oxygen It is an act of using counterfeit drugs in violation of the "Drug Administration Law."

　　The second is weak legal awareness and illegal purchase channels. Medical oxygen is a product under the management of drug approval number in the country. According to the relevant provisions of the "Drug Administration Law", medical institutions must use medical oxygen produced by companies that have obtained the "Drug Production License" and the approval number of medical oxygen. However, some medical institutions purchase oxygen from illegal channels, fail to review the legality of supply units and products, or purchase medical oxygen from units that do not have the production and operation of medical oxygen, which makes it difficult to guarantee the quality of the purchased drugs.

　　Third, the supply network is not sound and it is difficult to meet demand. There are many medical institutions in Qihe County, and the demand for medical oxygen is large. However, because there are no medical oxygen manufacturers and the supply is not timely, the market demand for medical oxygen cannot be met, resulting in some industrial oxygen production and operation. The unit illegally used industrial oxygen to pretend to be medical oxygen and sold it to medical units, which brought great hidden dangers to the safety of clinical oxygen use in hospitals.
